    The premise that 15% of the population has access to Internet is misleading. 1,650,000 (15% of the 11 million population) do not have access to a computer let alone Internet. In Cuba what they have is Intranet which is basically e-mail and a number of web sites controlled by the Cuban government which people access through their workplaces mainly. Sites like youtube for example are not accessible.
